    Andrei Kivilev remembered 20 years on from his death at Paris-Nice Kazakh rider’s death during 2003 edition led to helmets being made obligatory in racing On the 20th anniversary of his death during the 2003 edition of Paris-Nice, an emotional tribute was paid to Andrei Kivilev on the start podium prior to the final stage of ‘the race to the sun’. In the presence of Kivilev’s wife, Natalia, and Tour de France director Christian Prudhomme, Astana-Qazaqstan team boss Alexandre Vinokourov, the Kazakh’s compatriot, close friend and winner of that 2003 race, recalled how this year’s race had passed close to the place where Kivilev crashed on a stage into Saint-Étienne two decades ago and described the sport as “hard, complicated and dangerous”. Kivilev crashed when the rider in front of him suffered a mechanical problem just as the Kazakh had taken his hands from his bars to adjust his earpiece. Transported to hospital in Saint-Étienne, which was his adopted home in France and where his wife and six-month-old son had been waiting for him at the finish line, Kivilev died during that night.

    Bike lanes in Ayala, Makati to become shared lanes! Bike lanes along Ayala Avenue in Makati will become shared lanes starting March 6. According to Make It Makati, the Ayala Avenue bike lanes will be changed to sharrows or shared lanes to accommodate both bikers along with the increasing number of commuters riding public utility vehicles (PUVs). Make It Makati is a collaboration of the city government, Ayala Land Inc., and the Makati Commercial Estate Association. Sharrows are also seen to help improve the traffic flow in the city. “This initiative is being done to better serve commuting public and in preparation for the provision of more and bigger transit sheds along Ayala Avenue,” Make It Makati said. “We remain cognizant of everyone’s needs, especially the biking community, and this is why the city is implementing an organized way of accommodating more commuters through sharrows,” it added. Increase in commuters The conversion of bike lanes to sharrows, according to Make It Makati, was due to the increasing number of commuters taking PUVs. In 2019, a total of 779 buses were authorized by the Land Transportation Franchising and Regulatory Board (LTFRB) to ply Ayala Avenue. However, by 2023, the number rose by 34% or a total of 1,073 buses due to the anticipated increase in commuters. Make It Makati also noted an increase in commuter traffic at the One Ayala Terminal from about 10,000 daily in November 2022 to about 37,000 daily as of January 2023. “With the reopening of the economy, the demand for public transport has increased substantially not only in Makati but throughout Metro Manila,” it added. “This necessitated the need for the sharrow bike lane project along Ayala Ave to make more room for public transport and commuters.” ‘Sharrows will not keep us safer’ In a statement signed by nearly 200 people including car owners, cyclists, and persons with disabilities as well as over 39 organizations as of Monday afternoon, the individuals and groups protested against the removal of protected bike lanes, which they said “endangers not just the lives of cyclists, but the lives of all road users.” “The removal of what used to be the gold standard for protected bike lane width has dashed the hopes of many road users for safer streets in our cities,” the statement read. “We want just one thing: to arrive at our destinations and come home safe. We want to have safer streets where any person can feel safe to walk, bike, go on a wheelchair, commute, and even drive safely,” they added. They also asked for a “properly designed public transport stops” while reallocating road space for protected bike lanes and walkways as sharrows, they said “will not keep us safer.” They also called on the Department of Transportation, Department of Public Work and Highways, Metro Manila Development Authority, and the Inter-Agency Technical Working Group on Active Transport to enforce the National Transport Policy which calls for the construction of active transport infrastructure that prioritizes pedestrians, cyclists, and commuters.

    Solon files bill to create bike lanes, pathways A measure has been filed at the House of Representatives to create a sustainable network of bicycle lanes and provide safe and convenient pathways for commuters. House Bill 6011, authored by Rep. Wilbert Lee, said the network shall connect users to essential destinations such as work, schools, and medical facilities, among others, and could be adopted permanently as a solution to congested roads, volatilities in oil prices, and pollution. “Our public transportation system, which was also crippled by the pandemic, is now hardly catering to a bigger demand of commuters and travelers. Congestion of commuters has definitely returned,” Lee said. “It is high time to encourage our citizens and offer them sustainable modes of travel that are not fuel-reliant. Active transportation such as walking and biking are some of these,” he added. Under HB 6011 or the “Walkable and Bikeable Communities Act”, the Safe Pathways Network will be established for the use of active transport. This shall consist of a network of bicycle lanes, walkways, and slow streets which will provide convenient access and use of local roads. If passed into law, local government units (LGUs) shall incorporate the creation of Safe Pathways Network and their corresponding infrastructure in their local development plans. hrough this measure, LGUs are also mandated to coordinate with public and private institutions within their jurisdiction frequented by the public, such as but not limited to healthcare facilities and institutions, schools, churches, and government offices, to establish bicycle lanes, walkways and slow streets that can connect and provide safe access for the employees, customers, and clients of such institutions as well as the general public. The funds necessary for the implementation of this Act shall be sourced from the amounts set aside by LGUs for infrastructure projects, as well as from the appropriations of the Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH) under the General Appropriations Act, and the Special Road Fund from the Motor Vehicle User’s Charge as provided under Republic Act No. 8794, as amended.
