In the presence of Kivilev’s wife, Natalia, and Tour de France director Christian Prudhomme, Astana-Qazaqstan team boss Alexandre Vinokourov, the Kazakh’s compatriot, close friend and winner of that 2003 race, recalled how this year’s race had passed close to the place where Kivilev crashed on a stage into Saint-Étienne two decades ago and described the sport as “hard, complicated and dangerous”. Kivilev crashed when the rider in front of him suffered a mechanical problem just as the Kazakh had taken his hands from his bars to adjust his earpiece. Transported to hospital in Saint-Étienne, which was his adopted home in France and where his wife and six-month-old son had been waiting for him at the finish line, Kivilev died during that night.

Bike lanes in Ayala, Makati to become shared lanes! Bike lanes along Ayala Avenue in Makati will become shared lanes starting March 6. According to Make It Makati, the Ayala Avenue bike lanes will be changed to sharrows or shared lanes to accommodate both bikers along with the increasing number of commuters riding public utility vehicles (PUVs). Make It Makati is a collaboration of the city government, Ayala Land Inc., and the Makati Commercial Estate Association. Sharrows are also seen to help improve the traffic flow in the city. “This initiative is being done to better serve commuting public and in preparation for the provision of more and bigger transit sheds along Ayala Avenue,” Make It Makati said. “We remain cognizant of everyone’s needs, especially the biking community, and this is why the city is implementing an organized way of accommodating more commuters through sharrows,” it added. Increase in commuters The conversion of bike lanes to sharrows, according to Make It Makati, was due to the increasing number of commuters taking PUVs. In 2019, a total of 779 buses were authorized by the Land Transportation Franchising and Regulatory Board (LTFRB) to ply Ayala Avenue. However, by 2023, the number rose by 34% or a total of 1,073 buses due to the anticipated increase in commuters. Make It Makati also noted an increase in commuter traffic at the One Ayala Terminal from about 10,000 daily in November 2022 to about 37,000 daily as of January 2023. “With the reopening of the economy, the demand for public transport has increased substantially not only in Makati but throughout Metro Manila,” it added. “This necessitated the need for the sharrow bike lane project along Ayala Ave to make more room for public transport and commuters.” ‘Sharrows will not keep us safer’ In a statement signed by nearly 200 people including car owners, cyclists, and persons with disabilities as well as over 39 organizations as of Monday afternoon, the individuals and groups protested against the removal of protected bike lanes, which they said “endangers not just the lives of cyclists, but the lives of all road users.” “The removal of what used to be the gold standard for protected bike lane width has dashed the hopes of many road users for safer streets in our cities,” the statement read. “We want just one thing: to arrive at our destinations and come home safe. We want to have safer streets where any person can feel safe to walk, bike, go on a wheelchair, commute, and even drive safely,” they added. They also asked for a “properly designed public transport stops” while reallocating road space for protected bike lanes and walkways as sharrows, they said “will not keep us safer.” They also called on the Department of Transportation, Department of Public Work and Highways, Metro Manila Development Authority, and the Inter-Agency Technical Working Group on Active Transport to enforce the National Transport Policy which calls for the construction of active transport infrastructure that prioritizes pedestrians, cyclists, and commuters.

Solon files bill to create bike lanes, pathways A measure has been filed at the House of Representatives to create a sustainable network of bicycle lanes and provide safe and convenient pathways for commuters. House Bill 6011, authored by Rep. Wilbert Lee, said the network shall connect users to essential destinations such as work, schools, and medical facilities, among others, and could be adopted permanently as a solution to congested roads, volatilities in oil prices, and pollution. “Our public transportation system, which was also crippled by the pandemic, is now hardly catering to a bigger demand of commuters and travelers. Congestion of commuters has definitely returned,” Lee said. “It is high time to encourage our citizens and offer them sustainable modes of travel that are not fuel-reliant. Active transportation such as walking and biking are some of these,” he added. Under HB 6011 or the “Walkable and Bikeable Communities Act”, the Safe Pathways Network will be established for the use of active transport. This shall consist of a network of bicycle lanes, walkways, and slow streets which will provide convenient access and use of local roads. If passed into law, local government units (LGUs) shall incorporate the creation of Safe Pathways Network and their corresponding infrastructure in their local development plans. hrough this measure, LGUs are also mandated to coordinate with public and private institutions within their jurisdiction frequented by the public, such as but not limited to healthcare facilities and institutions, schools, churches, and government offices, to establish bicycle lanes, walkways and slow streets that can connect and provide safe access for the employees, customers, and clients of such institutions as well as the general public. The funds necessary for the implementation of this Act shall be sourced from the amounts set aside by LGUs for infrastructure projects, as well as from the appropriations of the Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH) under the General Appropriations Act, and the Special Road Fund from the Motor Vehicle User’s Charge as provided under Republic Act No. 8794, as amended.

More bike owners than car owners in PH – SWS MANILA, Philippines – According to a survey by the Social Weather Stations (SWS) conducted from April 19-27, 2022, one out of four households nationwide own bicycles. In nine national surveys from May 2020 to April 2022, SWS found that there were four bicycle owners to every car owner. In the National Capital Region, there were more households that own bicycles than cars and motorcycles. Even in rural areas where motorcycles are more commonly owned, bicycles dominate over four-wheeled vehicles. Bikes are primarily used for livelihood purposes, market runs, and commuting to work. Others cycle for exercise, play, and sightseeing. Cyclists laud the recent SWS report, saying the report fills a “big gap in data” that the biking community sorely needs. Frontliners, essential workers used bikes to go to work during the height of the COVID-19 pandemic. Cycling also became a safe form of exercise as it is performed outside and naturally keeps you at a distance from fellow bikers. A big number of bikers were males. The survey found that 8.9 million household members who use bikes were males. This was a considerable number compared to the 2.3 million females who bike. Better roads, more bikers As the cycling community grows, bike advocates continue to push for better conditions on the road. But it’s not just advocates and cyclists who promote bike safety and awareness anymore. Majority of Filipino households approve of bikes. According to SWS, 80% of Filipinos believe that better roads would encourage more people to use a bike. Some 75% see cycling as effective as other modes of transport. Despite evidence that there are many Filipinos who use bikes for their daily commute and errands, cities and municipalities across the country are still lacking proper infrastructure. There are potholes, metal sheets, and drainage covers on bike lanes. Vehicles use the lanes to park their cars, pushing bikers to use other lanes. Secure parking is also a problem in many establishments. Heading into the ‘new normal’ and ‘back-to-school’ traffic, the public has yet to see if there are any major changes that would improve commuting and transport experience.

Tokyo police get strict on dangerous cycling as accidents soar Amid concerns over increasing traffic violations by Tokyo's growing cyclist population, the Metropolitan Police Department has introduced harsher punishments for four bicycle infractions. Under the stricter regulations the police adopted in late October, riders are more likely to be issued traffic tickets instead of warnings if caught ignoring traffic lights, failing to make temporary stops at specified points, riding against traffic or cycling fast on sidewalks. Incidents involving bicycles have come to represent more of the capital's traffic accidents in recent years, with police data showing they accounted for 46.6% of accidents this year as of the end of September. Yearly totals show their involvement in all accidents has risen from a 32.1% share in 2016 to 43.6% in 2021. In 2021, police nationwide reported 21,906 cases of illegal cycling and 359 bicycle accident deaths. In over 75% of the cases involving fatalities, rules were broken, including ignoring traffic lights. The increase comes amid a general rise in bicycle usage, fueled partly by the ballooning food delivery industry and lifestyle changes prompted by the coronavirus pandemic. A Tokyo Metropolitan Government survey released in April found 22.3% of Tokyoites reported cycling more since the pandemic began, including about 30% of those in their 20s and 30s. Even Japanese lawmakers are not immune to the trend, with an increasing number cycling to avoid the traffic around Nagatacho, the seat of the nation's politics. "When I lost the black ministerial car, that's when I bought my black bicycle," laughed Takashi Yamashita, a ruling Liberal Democratic Party lawmaker who served as justice minister from 2018 to 2019. But the bustle of bicycles has also proven a concern, with a Japan Bicycle Promotion Institute survey showing 71.8% of pedestrians and 88.1% of motorists have felt annoyed or in danger due to cyclists. Under the crackdown designed to reduce the most dangerous violations, an individual issued two citations within three years must attend a three-hour, police-run course on appropriate cycling and pay ¥6,000 ($40) for the tuition, with failure to do so incurring a fine of up to ¥50,000. Violators can also be subject to criminal punishment, although the actual prosecution rate from a ticket is only around 1% to 2%. Ahead of the introduction of the tougher measures, officers were outside Tokyo's Shinagawa Station on a mid-October morning to show the press how they will keep a watchful eye on cyclists. Individuals spotted bypassing traffic lights or riding with earphones in were stopped and given warning cards. Other measures already taken this year have included an initiative by the National Police Agency in May that compiled 1,887 problematic areas and roads for each prefectural police force to crack down on for at least one day a month. In addition to conventional bicycles, sales of power-assisted bikes have also surged, with the industry going from annual sales of around 250,000 units in 2007 to 790,000 by 2021. Their uptake, though, has come with new dangers, particularly for young families. In Osaka Prefecture alone, between January and the end of June, 48 preschool-aged children were caught up in bike accidents, with 28 of them passengers on power-assisted bikes, local police said. In April in Higashiosaka, a mother riding one of the bikes with seating for her two children crashed, causing her 3-year-old son, who was sitting in the front seat, to be ejected onto the road, where he was struck and killed by a truck. Private-sector firms are stepping in to respond to the string of high-profile accidents. One of them is Panasonic Cycle Technology, a major Osaka Prefecture-based bicycle-maker that has started holding seminars on the proper operation of its power-assisted bikes with small children on board, including measures such as securely fastening seat belts. "It might have seemed obvious to us, but I saw with my own eyes what kind of things aren't being conveyed," said Hiroshi Kurihara, a division chief at Panasonic Cycle Technology who organized the seminars. The company will expand the sessions to the Tokyo metropolitan area from the autumn onward, Kurihara said.

Morale of the story, Should we Be more like Amsterdam? Di yata kaya haha In a city where bicycles outnumber humans, the omnipresence of the machines can be overwhelming. The bikes of Amsterdam cluster at every curbside, line canals and bridges, and sweep silently around you when as you stroll. The urban fabric is saturated with cyclists, flowing through a complex network of bike-optimized lanes, paths, fietsstraten and woonerfs in numbers that can astonish — and intimidate — newcomers. “You are here in the bike capital of the world,” Meredith Glaser announced to a gaggle of attendees at the Bloomberg CityLab conference in the Amsterdam this week. More than 60% of trips in the city happen on bicycles, she told us. As the director of the Urban Cycling Institute at the University of Amsterdam, Glaser helped develop an online course called Unraveling the Cycling City, which aims to explain how the Dutch transformed their transportation infrastructure to bring the bike to the top of the mobility food chain. To tell that story — and show how other cities could follow the Dutch example — she led a group of neophyte riders on a field trip through the city’s streets at dawn. Many of us were uneasy about setting off on an urban ride bare-headed. Why no helmets? “Look at the bikes you’re riding,” Glaser said. We rolled out on standard-issue Dutch “black bikes” — utilitarian machines with big fenders, single gears and enclosed chains. Built for comfort and not speed, they allow the rider to sit upright; most riding mishaps are broken wrists, not head injuries, Glaser assured us. As we clattered out along the cobblestones, we got a taste of why bikes are so well-suited to this environment. Cruising along the historic district’s ancient lanes and bridges in the early morning, it was easy to chat with companions and take in the scenery. Dutch cycling, Glaser told us, is very social: Communication with fellow travelers, via eye contract and gestures and speech, is what allows riders to negotiate often-packed paths without incident. There’s no barking “on your left!” when passing; riders just flow silently past. At a red light, we were told to “herd the intersection” — pile up as tightly as possible, to make space for incoming riders. Leaving the historic district, cobblestones gave way to the red pavement of a bike path running alongside a tram line. In this early hour, only a few other riders were out — parents with tiny kids tucked into child seats, sleepy commuters distractedly munching bagels or scrolling through phones, children pedaling to school in packs. I passed a bakfiet (“box bike”) with a huge happy dog standing in the front cargo hold, like a figurehead on the prow of a Dutch galleon. Hey, this was easy! “Wait about an hour — we’ll see some pressure on the network,” Glaser said. Instead of a pedal-powered utopia, Amsterdam is “a regular city,” Glaser said. “People will do what they want to do and try to get away with it.” But critically, this is a city and country that has managed to bring bicycling into the urban transportation conversation at a level that avoids the political polarization that is so inescapable in American life. Here, accommodating those on two wheels is less an ideological statement than a prerequisite for basic functionality. “Bikes in public space isn’t a left-wing or a right-wing thing,” Glaser said. “It’s just what is done.”

Geraint Thomas has hinted that he might not ride the Tour de France next year in what could be his final season as a professional cyclist. In an interview with Cyclingnews(opens in new tab) and VeloNews(opens in new tab), published on Wednesday, the Ineos Grenadier rider said he wanted to "make the most of" his 2023 season, and that he could ride the Giro d'Italia instead. This year he finished third at the Tour, the third time he has finished on the podium at the Grand Tour, after winning it in 2018 and finishing second in 2019. He also won the Tour de Suisse, and proved his worth to his Ineos team despite there being a plethora of general classification riders in the squad.
